GAMEPLAY

Each Storage now gives a stacking planet-wide production debuff of -2%
Each Warehouse now gives a stacking planet-wide production debuff of -3%
Each Horreum now gives a stacking planet-wide production debuff of -4%

SYSTEM

Reduced bandwidth usage
Several minor performance improvements

INTERFACE

Reverted stockpile gain numbers calculation. Gain is now only shown when there is actual production happening

BUGS

Fixed unable to set production bug
Fixed incorrect Water cost for Hydrogen and Oxygen
Fixed costs not being in alphabetic order
