-Moved many dynamic UI elements into the HTML and JS instead of being created by the engine

-Added missing tooltip for new construction project
-Added missing EMSG_PLACINGBUILDING constant
-Fixed missing text and icons in tooltips

NOTES:
This is an experimental release in an attempt to track down a very elusive bug that is causing planet management to not work properly.
The missing production queue is the symptom of this bug.
